Town Charter
The Town of St. Albans Charter is a law, approved by the voters of the Town of St. Albans and ratified by the Vermont legislature.  The charter is codified as a state statute in Title 24 of the Vermont Statutes Annotated.

The charter lays out municipal-specific powers and authority as well as other governance and processes and guidelines.  Our current charter address three issues: the authority to have a local options tax, to appoint members to the Planning Commission, and procedure for the recall of any elected officer of the Town. 

Existing Ordinances

The Town’s ordinances are laws specific to the Town of St. Albans adopted by the Selectboard pursuant to its authority under Vermont law. The ordinances touch on a wide range of matters concerning the health, safety and general welfare of the Town. Enforcement of ordinances may result in tickets, fines, and other penalties. These penalties will often be listed specifically in each ordinance.”

Existing Policies

The Town’s may adopt policies to provide a proceed to manage various aspects of governing the community.  The current policies within the Town of St. Albans touch on a wide range of mattering including fiscal practices, road maintenance, and to setting up procedures to recognize longtime community members.

Town Plan

The Town Plan is the community road map that lays out Town needs, goals and aspirations. The Plan is implemented through land use regulations such as the Bylaws and the Capital Improvements Plan.  The Town plan along with other other Town planning documents are located to left of the page and have the year they were conducted, or implemented in their title.
